Jean Schultz is the founder and CEO of E&M. She has over twenty-seven years progressive management and technical experience in government and industry in the information technology and cybersecurity arena. Today, she is a leading expert in Public Key Infrastructure (PKI), biometrics and cybersecurity, and she is pivotal in providing innovative solutions for identity management and biometrics collections. Jean is a visionary and provides the company’s strategic direction for both client and employee satisfaction. With a focus on developing a culture where employees are able to stretch, Jean‘s vision is to provide imaginative and innovative solutions leveraging technology, to raise the quality of life, to create efficiencies and advance the mission objectives for our customers. As well as President/CEO of E&M, Jean oversees National Defense Security and Intelligence, Emerging Technologies and Products, Cybersecurity and Information Assurance, and Integrated Identity Management areas of business.
Jean currently lives in Maryland and has a Bachelor of Science in Computer Programming and Mathematics from the University of Missouri and a Masters in Information Security. She is currently pursuing a Ph.D. in Cybersecurity from the University of Maryland.
Steven I. Mayhew

Steven Mayhew is the Chief Operating Officer and Executive Vice President for E&M Technologies, Inc. He is a retired Military Professional with concentration areas of Special Operations Forces, Communications, and Intelligence and Electronic Warfare. He has over twenty-five years of experience as a United States DOD C5ISR and Acquisition Professional certified and skilled in the areas of Program and Capture Management, New Business and Market Development, Department of Defense (DOD) Policy Formulation and Execution, Strategic Planning, Human Resources, Contract and Subcontract Management, and Accounting and Finance Management.
Steve’s previous assignment was Business Development and Capture Director for Lockheed Martin’s Information Systems & Global Solutions (LM IS&GS)-Defense. His portfolio focused on DoD and Joint contract growth, Multi and Single Award IDIQ task orders, and new business and adjacent market areas valued at $4.5B. As COO, Steve oversees Operations at E&M and leads our Enterprise, Engineering and IT Services, C4ISR Accounts, and Space Command and Control areas.
A native of Hawaii, Steve earned his Bachelor of Arts degree in Government and Politics from University of Maryland, College Park, MD, and is a graduate of Webster University, St. Louis, MO, with a Master of Arts in Program Management and Leadership with honors.

April Persinger is the Vice President of Corporate Operations for E&M Technologies, Inc. April started in Defense as a government civilian in Wurzburg, Germany for the 69th Signal Battalion. April was responsible for the implementation of the Defense Message System (DMS) for the 69th Signal Battalion footprint – over 2100 square miles. April was also responsible for the proliferation of Public Key Infrastructure (PKI) capabilities to all General Officers in the US Army and was one of the first Army Registration Authorities for PKI. She has over eighteen years of experience in IT, PKI, COMSEC/Security and Training. She moved into contracts and finance over eight years ago and has decided she loves it. April has a Bachelor of Science in Education and an Accounting Certificate from the University of Maryland.
While a native of Georgia, April is currently residing in Colorado and is married to Craig Persinger, an Inspector for Denver Water. She also has a very active 10-year old, Joshua who keeps her busy with basketball, baseball and Taekwondo.

Michael Bradley is the Vice President of Business Development for E&M Technologies Inc. Mike is a retired Army Colonel where he was privileged to lead organizations from the platoon through Brigade levels throughout a 28 year career. He has over 35 years of leadership and program management experience in communications, command & control systems, information technology, Department of Defense operations and strategic planning.
Mike was previously with Lockheed Martin as a Senior Business Development Manager. He was responsible for developing a $2.5 billion pipeline for the C4ISR and Information Technology lines of business and supported the capture of over $1 billion in new business. He also provided subject matter expertise for their Advanced Programs group in the development of innovative technologies for Warfighters.
Mike hails from Philadelphia, Pennsylvania. He is an avid ice hockey player and fan. He earned his Bachelor of Arts degree in Criminology from Indiana University of Pennsylvania and has advanced degrees in National Security Studies and Computer Information Systems.

Jerry Merwin is the Vice President of Engineering for E&M Technologies, Inc. Jerry is a retired Military Professional with concentration areas of Information Technology Management, Intelligence and Command and Control (C2) Systems. He is responsible for the overarching architectural and technical vision for E&M Technologies, Inc., and is well positioned to ensure that future engineering development is coordinated and integrated with the existing E&M capabilities.
He has over 35 years of experience in system engineering, enterprise architecture, large data center operations, program management and has a unique perspective from managing the only Army Global Command and Control System (GCCS) critical site that also hosted a Joint Operations, Planning and Execution System (JOPES) Strategic Server Enclave and Deliberate and Crisis Action Planning and Execution System (DCAPES) enterprise environment.
Jerry is known for his honest up-front technical assessments and is playing a pivotal role in re-orienting the E&M system engineering staff towards providing innovations and emergent technologies and brings his technical leadership, engineering principles and enterprise architecture skills as well as his Warfighter knowledge to assist in delivering key engineering requirements to our customers.
Business Intelligence Principal

Kevin Grose is our Business Intelligence Principal responsible for strategic innovation, supporting the Intelligence and Special Operations Communities and growing our education and training programs. He is a retired Chief Warrant Officer 3 who served as a Counterintelligence Agent for the US Army in the Defense Intelligence Agency and Special Operations Units.
He has over 30 years Intelligence and leadership experience who served as a Global Enterprise Manager, a Principal, and a Sales Lead to several Defense Contractors, as well as a Subject Matter Expert to DoD Senior Executive Staff advising on policy, security, legal matters and business operations. Kevin also brings academic leadership to our team having led several university based R&D projects aimed at identifying and mitigating cyber vulnerabilities in sensitive DoD data centers.
Kevin and his wife live in Monterey, CA where he co-founded a non-profit Internet company that strives to deliver low-cost, solar and wind powered broadband to rural and low-income communities. He holds a bachelor’s degree in Russian studies, and learned to speak Russian, Polish and Serbo-Croatian at the Defense Language Institute.
