As the Director of Proposal Operations at E&M Technologies, Inc., Brenna Herder leads the development and execution of strategic, compliant, and high-impact proposals that support E&M’s continued growth in the defense, intelligence, and federal civilian markets. With a deep understanding of the federal acquisition process and a passion for excellence, she oversees all phases of proposal development—from opportunity analysis and solutioning to final submission.

Brenna works closely with E&M executive leadership, capture managers, and technical subject matter experts to deliver proposals that reflect E&M’s mission-driven culture, innovation, and commitment to customer success. Known for a disciplined approach to process, schedule, and quality assurance, she plays a key role in helping to position E&M as a trusted and responsive partner across DoD and IC missions. She strives to continuously improve the company’s overall proposal maturity and win rate.

Brenna grew up in an Army family and brings a strong sense of mission and service to everything she does. She enjoys working in the GovCon space alongside colleagues and partners from diverse backgrounds who share a common goal: delivering meaningful results in support of national security.
